Mayor Harbaugh was elected in 2012 as the youngest mayor in Virginia history.  He currently serves as Executive Director of “Access Independence” where the mission is to promote independent living by providing services that enhance the quality of life for people with disabilities living in the Commonwealth of Virginia’s Northern Shenandoah Valley.  Charles gave a talk about the types of support that can be provided by “Access Independence” and encouraged our members to reach out if they or someone they know may need this type of assistance.
